Main examples

  • Statutory interpretation

    We interpreted that winning an award in domestic contests organized by local governments as well as the central government can be accepted as a prize-winning record that is one of the qualifications for participating in a public work.

  • Making subordinate statutes

    Initially, matters related to a prior consultation system on decentralization were supposed to be prescribed in the Local Autonomy Act. However, because the matters are related to the govern- ment’s legislative procedure, they were prescribed in the subordinate statute and enforced without delay.

  • Providing opinions on municipal ordinances

    We provided opinions that a municipal ordinance may prescribe the following matter: in the case a citizen pays a usage fee by using “Zeropay” imposed by a person entrusted with management of public facilities according to the Public Property Act, the person entrusted may deduct a certain amount from the fee.

Public Participation

We are carrying out a “Project of Revising the Existing Laws through Public Participation” and a “Public Participating Examination System” to enhance the people’s understading in the legislative process.
